That's right, some prominent enough korean game dude said that. There were these fucking things called the PC bangs. It's basically a arcade like they still have in japan. PC bangs are basically internet arcades. Yes, customers have to pay the fee to use these arcade clients. Nowadays, Japan use consoles and whatevers. Of course, arcades are still prevalent like it is some social thing or whatevers. Reason why it probably exists is because kids might want to try out games or just play it because they can't buy them. Still, parents having enough be kung-fooing their asses back to home. Back to the net arcades, because there's a fucking charge on games and gamers hate sportsmanship
being a sore loser, they use cheat hacks to get a better experience on competitive games in general. That means if you go fair and square on these arcades, chances are that you will encounter a cheating player. If you're not down with cheats pwning you at real fucking shimmy expense, you can consider yourself as a scam victim of something rigged, especially if bets are on the table. Talk about casino, saloon style! *flicks cowboy gun*
Now, there were publisher fallouts with the arcade retailers since big money monetary exchange of going in business. Korea happened to make its own Counter-Strike clone (called Dragonfly's Special Force [2004 video game; closed a few of its branches due to the times of ISIL], not Hezbollah's Special Force [2003 video game]), thus replacing the Counter-Strike title for good. You can call this a obvious nationalist slant in addressing problems in a uncooperative level. Selfish? Perhaps. I believe that Special Force will follow along the arcade cycle as well.
